DOCK RULES OF THE

ROME SAILING CLUB, INC.

MARINA FACILITY POLICY

 

1.0         General

 

1.1         The Rome Sailing Club Marina Facilities are for the use of members, their guests, guests of the Club, and in cases of emergency, other craft which can  be safely accommodated without undue inconvenience to the membership of the Club.

                                 

1.2         Each member is entitled to one assigned boat slip in the marina provided slips are available.  If slips are available, members may be assigned an additional assignments selection will be made on the basis of dock assignment seniority. Dock assignment seniority will be based on the date of the Dock Committee or Dock Master receives a completed dock application.  If no slips are available, members will be placed on the dock assignment waiting list.  A member and spouse shall be considered as one member for application of this rule.   Dock assignment may be on a permanent or interim basis.

 

1.3         Assigned, but unoccupied boat slips may be utilized by other than the assigned member at the discretion of the Dock Committee or their authorized representative (Dock Master).  These assignments may be to guests of the Club, or to other members under the Interim Dock Use Rules.

 

1.4         The Club reserves the right to use vacant slips for visiting boats and members without assigned slips such slips are not being used by the owners for extended periods. Members are required to advise the Dock Master of the time or their expected return, if in excess of two weeks.  A permanent dock holder has the right to change slips if a slip becomes available before members on the waiting list.  Date of dock assignment will be the primary, and club seniority will be secondary, for determining who has priority.

 

1.5         Rates for each type of service will be available for all members to examine. The rules will include the schedule of rates and  fees and the pro-rate schedule of charges for partial season usage of the marina for storage.

 

1.6         If a member sells his boat to a non-member, the member will be responsible for any slip charges accrued on the boat or storage fee until it leaves the marina. It will be the responsibility of the member to notify the Dock Master of the sale.  If the boat is sold to another member, the new owner will be responsible for any new charges that the boat may accrue.

1.7         Failure of a member to maintain his or hers membership in good standing as described elsewhere in the bylaws will be sufficient causes for the cancellation of any Marina Facility privilege that is accorded a member in good standing.

 

 

2.0         Procedures and Policies for Dock Assignment:

 

DOCK POLICY- all dock assignments will be to dock sizes and compatibility standards.  These standards will consider size and draft of sail boats that can be accommodated by any specific boat slip.

 

2.1         TYPES OF DOCK ASSIGNMENTS:

 

2.1.1   PERMANENT

Has the right to the same dock slip as long as a member is in good standing.

Slip payment paid year in advance.

Paid by April 1st. and or prorated monthly from slip entry for the balance of year for new slip holders.

Late payment in excess of 30 days will result in loss of their permanent dock assignment.

Late fee of 10% of slip annual fee.

 

2.1.2     INTERIM

Has no rights to slips from year to year.  May be bumped by qualified permanent dock assignment.

Interim assignments can be made to Club Members, transients (members of other sailing clubs), guests and visitors of members of the RSC with slip fee paid by the week or month.

 

2.1.3     INTERIM DOCK OCCUPANCY POLICY

Will provide for the temporary use of an unused but assigned slip.  These slips may be used to accommodate other members of guests on a short term basis.

 

2.2         UTILITIES SERVICE

Will be described as to limits of energy and water usage and provide for charges for excessive use or waste of these items.

 

2.3         In order to prevent damage to docks or boats, a Member accepting a docking assignment grants permission to the Club officers or the Dock Master, to properly moor, at the owner's expense, any boat which in their judgment could cause such damage. No liability whatsoever shall accrue to the Club officers for such action.

 

 

3.0         Procedures and policies for Boat Hoist Usage

 

3.1         The keys to the Boat Hoist shall remain in the custody of the Dock Master.

 

3.2         Use of the Boat Hoist shall be conditional, upon completion of the following:

 

              3.2.1   An application for Club Facilities Assignment.

 

              3.2.2.   Instruction in the use of Boat Hoist.

 

              3.2.3     Release for the use of the Boat Hoist.

 

3.3         Only the Dock Master, or other member designated by the Dock Master, will be authorized to provide instruction and authorize use of the Boat Hoist.

 

 

4.0         Responsibilities assigned for Managing the Marina Facility and Services:

 

4.1         Regular Assignments (Dock & Parking) will be made by the Dock Committee Chairman (Dock Master) upon receipt of a properly completed application.

 

4.2         Interim (short term) dock or parking usage by visitors and guests, or members who are under Interim assignment are responsibilities of the Dock Master or his representatives.  In the absence of the Dock Master, The Commodore or a representative of the club may direct a guest or visitor into an open slip or parking space with the understanding that the owner of the boat must register at once at the clubhouse on an application form provided by the Club.

 

4.3         The Board will manage the use of the Marina Facility and Club grounds as it may be available during special events, Regattas, Rendezvous, etc. This will include parking of cars and other safety and convenience matters.

 

4.4         The Dock committee will be responsible for publishing and posting all rules, policies, rate charts and other information regarding the use of the Marina.

 

4.5         In accordance with the Club bylaws, the Dock Master shall be elected by the membership at the Annual Meeting and will serve as a member of the Board of Directors.

 

4.5         Boat owners must not use vacant slips not assigned to them;  however, the Dock Committee or Dock Master  shall have the power to require any owner to temporarily remove his boat to another available space, in the event of an emergency.

 

4.6         Living on board for extended periods is not permitted. "Extended periods" means more than 3 weeks of continuing living on board in any 6 month period.

 

5.0         Dry Storage Rules

 

5.1         Dry storage space is available for club members to store trailers and sailboats on trailers.

 

Free standing storage boxes are prohibited, trailer mounted boxes are allowed.,

A member's dry storage privileges may be revoked and the yacht evicted for any of the following reasons:

 

5.2         Boat and or trailer in gross repair. (Trailer immovable or yacht not seaworthy).

 

5.3         For Boats or trailers not meeting the above requirements, the member shall be notified by mail and given 90 days to remove the yacht and or trailer from dry storage

Yachts and trailer eviction shall be at the recommendation of the Dock Master and with the approval of the Board of Directors.

 

5.4         Work area - The first 4 dry storage spaces immediately to the right of the boat lift are designated as work area. Use of these spaces requires prior approval from the Dock Master/Grounds Committee and is limited to 90 days. Longer period may be approved by the Dock Master/Grounds Committee, after member requests a waiver. Waiver can be approved for a limited time and predetermined time frame.

 

5.5         The next available spaces between the designated work area and the boat ramp will be assigned by the Dock Master/Grounds Committee to sailing yachts that are actively in use by their owners and launched frequently.

 

5.6         Club property use plan shows the areas reserved for article 5.4 and art. 5.5.

 

5.7         All trailers on club property must be marked with the owner's name. Failure to comply may result of trailer to be auctioned off after a one year waiting period and notice given to all active members through the RSC newsletter.

 

 

6.0        Responsibilities of Members and Guests

 

6.1         In addition to maintaining his membership in good standing, each member is expected to observe all rules pertaining to the facility while operating or servicing his boat in the harbor or on the ground.

 

6.2         All members are expected to be good neighbors.  As such they should be prepared to assist other operators during difficult docking maneuvers, keep noise and disturbance to a low level, assist new members in proper docking techniques to provide for the rise and fall of water levels, and report chronic violators of the Club rules to the Dock Master.

6.3         Members contemplating a new boat, must check with the Dock Master Chairman to determine if it can be accommodated in the harbor.

 

6.4         Garbage, sewage, wastepaper, empty bottles, cans, or any other waste material which would contaminate the water, must not be discharged in any slip. Wast or litter will be removed by each club member.

 

6.5         Alterations or additions to slip or other Club Facilities must be made in a manner approved by the Dock Committee.

 

6.6         Loud and boisterous talk, radio, musical instruments, or any disturbing noise, must be controlled with regard to the comfort of other members, particularly your neighbors, as many people sleep aboard their boats. Live Band music for parties, ect must be approved by the Dock Master or the Commodore

 

6.7         Boats must be operated at the slowest possible speed, considering maneuvering conditions.  Remember that under marine law you are responsible for your boat's wake. Boats entering the slip shall have the right of way for purpose over boats leaving the slip.  This means no wake and applies to all types of craft.  On returning to the Club all craft should slow down some distance from the entrance so as not to carry their wake into the Marina.

 

6.8         No cooking or grills are permitted on the docks..

 

6.9         No electric heaters are permitted on boats during cold weather unless the owners are in attendance during the use of the heater.

There are presently no Boat hoist charges approved by the Membership
